EUDR Delay Confirmed: Coffee, Paper, and Wood-Based Products Compliance Timeline

The European Parliament and Council formally agreed in November 2025 to a 12-month postponement of the application of the EU Deforestation Regulation (EUDR, Regulation (EU) 2023/1115). The European Parliament adopted the postponement on 11 December 2025 and the Council followed on 17 December 2025. The new application dates are:

In-scope commodities and relevance to WanLong products. EUDR covers seven primary commodities — cattle, cocoa, coffee, palm oil, rubber, soya, and wood — plus a long list of derived products in Annex I. For WanLong's product range, the directly in-scope items are: coffee filters (HS 4823.20), made from paper; wooden kitchen utensils (HS 4419); and any furniture or paper-based items containing wood pulp. Paper-based packaging without virgin wood fibre is generally outside scope, but each SKU requires a careful review of fibre origin.

Documentation requirements per shipment. Three documents are required: (1) Geolocation data — polygons or coordinates of all production plots; (2) Due diligence statement filed in the EU Information System before import; (3) Risk assessment showing the product is "negligible risk" for deforestation under the country benchmarking system. Coffee paper is a medium-to-high risk category, and most EU buyers will require supplier-level geolocation documentation at the mill or farm level.

Action items for buyers. (1) Identify the fibre origin of every paper-based or wood-based SKU sold into the EU. (2) For coffee filter and kraft paper orders, request geolocation summary, due diligence statement reference, and risk assessment from your supplier. (3) For private-label buyers, factor the additional documentation cost (typically €0.10–€0.50 per shipment) into the FOB price.

What we are doing at WanLong. We are working with our coffee filter and kraft paper mills to obtain farm-level geolocation data and supplier due diligence statements, with implementation on track for the 30 December 2026 deadline for large operators.
